What is the Justice and Equity Program?

The Justice and Equity Program stems from several public consultations, particularly with ethnocultural communities. It includes a non-discrimination statement and concrete actions across seven areas of action. This program has a significant impact on proximity between residents and the Service de police de Laval and is a core part of the SPL’s vision for the future.

Non-discrimination statement

SPL personnel undertake to interact with Laval residents in a fair and equitable manner and to show zero tolerance for any form of discrimination. 

Thus, the SPL undertakes to: 

  • Work in partnership with the community.
  • Seek innovative initiatives aimed at promoting and sustaining closer ties with residents.
  • Uphold transparency in the monitoring of activities.
  • Strive for and maintain excellence in the quality of its interventions and its service to the community.

The seven areas of action in the plan

Police practices and statement of non-discrimination 

Draft a directive for monitoring police street checks and draft a non-discrimination statement.

Inclusive approach to diversity

In collaboration with partners, develop innovative strategies aimed at fostering closer ties with ethnocultural communities, with a focus on listening to their needs.

Training 

Develop continuous improvement actions for personnel in relation to intervention and interaction with different cultural communities.

Recruitment

Diversify the SPL to make it more representative of the population served.

Organizational change management and communications

Develop an action plan for organizational change management, including an overall communications plan, so as to reach the population and SPL personnel in a targeted manner.  

Governance

Establish a governance structure for purposes of monitoring the action plan and its progress, and develop indicators for police street checks and interventions based on criteria set out by the Ministère de la Sécurité publique.

HR and budget resources 

Identify needs in terms of the resources required to achieve the objectives set for fair and equitable police interventions with all Laval residents.
