The Service de police de Laval (SPL) team works to maintain a safe environment across the city, while adapting to the changing needs of the Laval community.
The five action priorities of the SPL
All the SPL’s actions are guided by the following five priorities:
- Strengthen operational capacity.
- Adopt best practices for meeting the needs of the community.
- Promote access to information and information-sharing.
- Support personnel.
- Help uphold municipal integrity and ethics. The SPL manages Laval’s Office of Integrity and Ethics (BIEL).
A local police department
The Service de police de Laval adapts to the continued development of the City of Laval and its sociodemographic realities. For that reason, SPL services aim to optimize its intervention capacity and operational efficiency, while maintaining close ties with residents.
Under the SPL’s new offer of service in public safety, two squads were formed to provide greater proximity to Laval residents, to be more visible and present, and to respond in a proactive manner to complaints and issues that arise within Laval city limits.
Azimut Squad
This squad, made up of some 20 police officers, is dedicated entirely to cases of criminal phenomena, public disorder, incivility and issues of road and traffic safety. It also responds proactively to complaints issued by Laval residents.
Thanks to the work of this squad, Laval residents benefit from:
- A more proactive response to their concerns.
- 40,000 police work hours per year dedicated to resolving problems.
- A stronger public presence to maintain the sense of safety and foster a relationship of trust with the broader Laval community.

Prevention Squad
Prevention is an integral part of the SPL’s organizational and operational priorities. Thus, a squad of about 20 community relations agents (CRA) was formed specifically for purposes of prevention.
Members of this squad draw on an in-depth knowledge of the community’s needs to practise prevention work on specific problems, while maintaining proximity to Laval’s population. Community relations agents attend various events and maintain regular communications with various Laval-based organizations.

The SPL’s mission is to promote and maintain peace, order and public safety and to safeguard the lives and property of Laval residents by ensuring compliance with laws, while respecting the rights and freedoms set out in the Canadian and Quebec charters of rights.
